Charles Mitchell was appointed the first United States patent attorney in Washington D.C. by President Benjamin Harrison. While serving as a state senator during the 1870s, Mitchell sponsored the bill that funded three-quarters of the cost of construction of the Normal School located to the left of 15 hillside place, which in the 1880s was the original campus of Central Connecticut State College and is now the Hillside Place Condominium Complex.
