DIVISION 10. - C-1, NEIGHBORHOOD COMMERCIAL DISTRICT

Sec. 22-186. - Statement of purpose.
The neighborhood commercial district is intended to permit retail business and service uses which are needed to serve nearby residential areas. In order to promote such business development uses are prohibited which would create hazards, offensive and loud noises, vibration, smoke, glare, heavy truck traffic, or late hours of operation. The intent of this district is also to encourage the concentration of local business areas in locations which possess the mutual advantages of both the consumers and merchants, and thereby promote the best use of land at certain strategic locations.

Sec. 22-187. - Permitted uses.
(a)Bed and breakfasts.(b)Clubs and lodges. (Section 22-63(c)).(c)Dance/music instruction or martial arts instruction, limited to six (6) students at a time.(d)Day care centers (day care centers as limited and defined in section 22-5) provided that no play equipment be located in the front yard and that signage be compatible to the neighborhood and not larger than regulated for home occupations. All state and licensing requirements shall also apply.(e)Mortuary/funeral home.(f)Photography studio.(g)Professional offices including accountant, architect, attorney, doctor, marriage/family therapist, engineer, land surveyor, embalmer, funeral director, hospitals, clinics (other than veterinary) and clinic laboratories, nursing/rest homes, group homes, convalescent homes, and personal care homes.(h)Restaurants, in existing structures with no more than two thousand (2,000) square feet of floor space devoted to such use.(i)Small personal service establishments such as barber/beauty shops, tanning salons, massage therapy, laundry or dry cleaning, dressmaker/tailor shop, clothing rental, health club, shoe repair, clock/watch repair, or services of a similar nature.(j)Small retail businesses selling convenience goods and serving the adjacent residential neighborhoods such as drug, food, and bakery shops.(k)Other uses similar to the above and compatible with the particular neighborhood and environment as interpreted by the planning commission and approved by the mayor and council.

History

The house at 7 3rd Ave SE in downtown Cairo was built in 1901, as a family residence for Mr. William Samuel Wight and his wife, Mrs. Sarah Burton Wight. The Wight family was and continues to be a prominent family in Grady County. Mr. W. S. Wight was a local merchant, business owner and President of Citizen’s Bank. Upon the death of Mr. W.S. Wight the deed to the house was left to Mrs. Sarah B. Wight who lived in the house until her death in 1953, with the exception of a ten year period. Between 1932 and 1942 the house was rented to a Mr. Robert Crines from New Jersey, who moved to the area to start a dairy farm. In 1953, the house was deeded to Mrs. Sarah B. Wight’s daughter, Mrs. Louisa Sheehy, a school teacher, who lived there until it was sold in 1980 to Mr. Allen Martin. In 2000, the house was sold to the Simmons family who turned this historic house into a commercial property. Samuel Simmons opened an elegant restaurant known as Annier’s Courtyard in October of 2000.

Brasington Place is an example of a well-preserved Victorian two-story frame house. This style home was commonly built by many rising middle class families in the early twentieth century. Designed by one of the most successful architects in the United States during this period, George Franklin Barber (1854-1915) was well known for his Queen Anne style Victorian house plans. George F. Barber worked as an architect in Knoxville, Tennessee, but his homes can be found in all fifty states due to his popular mail order blueprint business. The façade of Brasington Place features many design elements common to G.F. Barber’s designs including dormer windows, brackets, gable ornaments, a wrap-around veranda with detailed fretwork, fish-scale shingles, and elegant side bay windows. Inside this charming piece of history are many more design elements attributed to G.F. Barber such as a central hall with a grand staircase, which features the original intricate fretwork.
